An Enquiry by Design workshop was conducted at the Carnarvon Civic Centre with the aim to facilitate consultation with stakeholders and community members to identify issues and opportunities in the town. A holistic multi-level approach to urban design was adopted providing a strategic framework for the development of key principles and ideas that emerged during the workshop with a view to achieving integrated concepts at all levels. The concept focused on diversity, community, environmental sustainability and the idea of “Placemaking” in the context of Carnarvon. Strong emphasis was placed on the retention and restoration of the natural landscape as a unique asset and potential for economic growth. The opportunity for the reinforcement of the Carnarvon character was promoted through the use of climate responsive urban design, built form and streetscape, sustainable housing, landscape and an integrated movement network.
